dump day dumpster etiquette: why do people keep throwing their crap in our bin?

so my husband and i always put our trash bins out on the same days and when they get emptied, i walk out to take them back in and theres dog waste bags just dumped in ours. like... why cant people just throw it in their own bins or better yet, carry it to a legit dog waste bin. weve talked to the neighbors, my landlord and my coworker karen has even told me its happened to her too... at this point i think its just a bunch of inconsiderate people, idk i just think its disgusting and somehow its become a thing now, like, literally every tuesday and im just genuinely at my wit's end lol ngl
